I think menstrual cups are impractical for that purpose. Try using a menstrual cup when you have no private bathroom, just access to public bathrooms with stalls and no sink in it. There's a charity in Africa that gives away "leak-proof" panties (with a plastic bottom) that have a mesh pocket you can fill with anything that will absorb blood (paper, tissue, grass, fabric scraps)and I think this is a really awesome and sustainable solution. Sure, you will have to empty and wash them but if every woman has a few of those they won't be dependant on tampons etc.
I've always thought that if you receive benefits, like food stamps, you should be allowed to purchase necessary items, like sanitary products and diapers, with them. Having a box of whatever under your sink is something most of us take for granted

no its dangerous. menstrual blood is full of chunks (mucas lining, tissues, etc) you dont want that on public areas. Period blood can become toxic too.

Why don’t you have volunteers start to make cloth pads. They can be washed and reuse over and over again. No waste. Just wash in cold water with soap.
