Why not play peacekeeper first though? He still played it after he found out it wasn't counterspell, so if he was worried about mirror entity, that would have made it MORE likely that it was that.
No I don't think that's always the case. I think it also has to do with deathrattle and or battle cry. There was a thread on reddit that experimented with it all
