There is no country that has solved its drug problem by policing. Right wing governments use that a false solution. You want people to stop selling drugs and joining gangs you need to give them a viable alternative like a decent job. Look at pablo Escobar home town and you will see there was a major reduction in crime because they invested in the people rather than jails and policing.
As a Brazilian i can say that criminals here have no mercy to Brazilian police. BOPE hasn't really another choice the criminals don't know fear so that's the problem BOPE puts fear into criminals bc they are trying to stop crime with fear and no mercy just like criminals are, mercyless. Under stress, the majority of ppl decrease in shots on target; making "shoot to maim" mentality fictitious. I studied CJ in college, I'm aware of LE procedures and why they don't aim to maim. LE are trained to shoot for center mass to kill whatever they are shooting. The only real exceptions to that tactic may be found in special units; such as marksmen.

The subtitles were mistranslated. The word used was "marginal" wich refers to someone "on the margin of society", a slang term comonly used reffering to criminals. In the video it was translated to "lowlife" wich is a much more degrading tone, negatively affecting the viewers perception of the cops.

Sugar Fish omg! You seem to be quite innocent. A lot of people killed are also innocents living in the area, besides the police there are explicitly encouraged to kill not even capture when possible. That is obviously extrajudicial killing and goes against the basic principles of civilised democracy. If he is a drug dealer who kills innocents, then he ought to be arrested, trialled in court and then executed or serve a life term if convicted. This way innocents can be saved from killings too.
Human rights is just another word for criminal rights. Greedy lawyers and criminals love human rights, knowing they can profit and have leniency, so no harsh deterrent in preventing crimes. The best solution is always prevention, or deterrent.
The point they are making is that the police are totally bypassing due process. Even the worst criminals deserve their day in court, that's a basic right. The Brazilian gov. is totally missing the point, though. Lots of violence originates within the drug war/from drug dealers and drug cartels. The only way you are going to put the cartels out of business (and therefore, stop their killings) is by legalizing what they sell. It attacks the problem at the root. Any disputes could then be settled in court instead of on the streets.

I watch a channel on youtube called "Active self protection" and seemingly 80% of the videos come from Brazil. It's like the gosh damn wild, wild west there. You'd have to be crazy to be law enforcement there.
Here in Brazil there are "pockets of violence", most cities apart from state capitals / secondary major cities are not as violent. Rio is a narco state shithole, and thats where media focuses. My city has around 120,000 people and in the last 10 years there were around 40ish murders (which is less than most of the US and comparable to some Europeans countries in terms of homicides per 100k). Robberies are also extremely rare here.

You do realise that the gangs recruit themselves from the normal population of these slums and that they usually just kill each other with the occasional crossfire? They are gangmembers, not demons.
Let me explain. The government wanted less crime for the world cup - so they occupied the favelas. This drastically drove up murder rates for obvious reasons. In return, the favelas became a little bit safer - enough to attract some investors. And slowly, another slum becomes a suburban neighborhood. The issue? None of the economical issues were fixed. The police is just doing their job but the government is not. You can't fight a war against an enemy that only needs a gun and a poor kid that wants more from life. You take out one leader, two new take his place. This is a war of attrition no government can actually win.

In other words - normal structural reforms. The problem is that you can't fix the favelas themselves by force like they did but you can create a better future to solve the problem that way. It's been done all over the globe. Slowly. And it's hard. But far from impossible.

Yeah you're totally right , what happens here is that the police like BOPE are very very trained and skillful, they shoot almost 95% of time on the SEMI AUTO mode and they select the targets (criminals) and shoot to kill.... But the criminals don't care about if there's civilliam near , when they spot the police they start shooting on their guns in FULL AUTO mode in every directions. It's because these that most civilians got hit....And everyone thinks that is the police killing the civilians.

I'm Brazilian, this is the BOPE (Special Police Operations Battalion, in portuguese Batalhão de Operações Policiais Especiais). It is an elite troop that fights trafficking and risky situations. In the cities of the state of Rio de Janeiro, he is one of the only police officers who can fight traffickers head-on. It's a good documentary, but the content is kind of wrong, it's not these ruthless police who tried to show it.
After watched movie Elite Squad 1 & 2, i gotta say BOPE are one of the best crime-killing units this planet have ever seen. Love & respect, thanks for your service to make sure good citizens are safe & sound.

I now it's important to talk about this but also think about it:
There's a war in Rio de Janeiro, the criminal factions have weaponry used for war... It's nearly impossible to fight crime in this conditions. And there's also the psychological factors, it's kill or be killed for them. People use also to forget that criminals don't care about the civilians, and even use them as shields. It could be better but they also have no support from the government that are corrupted... They're doing their best, if you don't think it's good enough so try yourself.

It’s normal, it’s literally way better than most medias say, yeah there’re a lot of criminals but they mostly stay on the favelas (and there they rein, cuz the police can’t take them out) but outside of the favelas is normal, like yeah a bunch of crimes happens but that usually happens on some areas. I lived in Rio for most of my years and got robbed once while my father and mother, or my grandfather and grandmother never got robbed (and my grand parents don’t live that well)

In a situation like this you can't really please everyone. People will die and that is for the better of the other innocents who have suffered from the killers, it is very hard for the mothers who have lost their sons but people must realize that their sons had gone too far to a point it endangers others lives. Life is hard and some are forced to a live a life like this but choices are always theirs to choose if they want to continue going down on a dead end path.

If you live in Rio and you are a good citizen, you want the police to get rid of the criminals. If you don’t live there, you just don’t understand what it’s like to live in constant danger and powerless to protect yourself and your family, so keep your uneducated opinion to yourself.
This rhetoric only works if you don't have the reason for organized crime to exist in the first place. Where there is demand, there will be money to be made. You might kill the "bad guys", but the business (among other things, illegal drug trade) will still be there, more often than not taken over by paramilitary militias (often by the same cops that killed the drug dealers).
It won't end until the illegal drug trade is fixed. One way or another.

I almost got caught in a cross fire in Santa Marta favela when I was heading towards Christ the Redeemer, I was walking recording video on my phone wheh I found myself surrounded by this Military Police pointing their guns at me, apparently they had come to apprehend a gang, I shouted that I was a tourist and one of them asked me to wait for a few minutes and then escorted me to safety. I ended up there following google maps, I should've taken a tunnel, instead I took the road heading to towards this favela
