Mariner 115 Solenoid Test

Was having issues with the starter on my boat. When I would turn the key I would get a very weak movement of the bendix gear at the top of the starter and maybe one out of 50 clicks it would actually engage and crank the motor. I pulled the starter and bench tested that with a battery jump pack and it spun fine so it was time to test the solenoid. Rigged up a switched hot line, hooked the jump box to the two larger terminals and tested the solenoid. It popped but I was still puzzled. Decided to test to see if I was getting 12V output from the switched terminal on the solenoid when it was in the on position and the video shows that I indeed do not have 12V coming thru the top terminal.
