The proc'd artifact improves the quality of loot from *any* source. So even a grenade or shield from an ammo box will have a better chance of being a legendary item. Grey chests, encrusted grey chests, lockers, skag piles, loot tink backpacks, etc. Also, you can climb to the red trunk/outhouse from the other side. Just drive to where there are two stacks of cars and climb up between them. Then just shoot a skag or your vehicle to proc the artifact.
Also, the artifacy will proc for the thing you just killed. Works on bosses regardless of if you have it active before killing them. Just kill whatever, you'll get the loot bonus regardless. No need to worry about it not being active
Not surprised about the chest. Opening the car trunk with the effect off and the "red" port-a-shitter with it on was actually the best demonstration you could do. In theory it would "require" many, many more runs to confirm but for the purpose of the video. It was a good demonstration. "Active on break" for the anointed is also what I would had expected. What tell me so is the chain gang mayhem modifier. It's still active until you break it. Always nice to see people who properly tested these things. That's useful data. 👍
I was doing the slaughter shaft with the schlooter on and I went back to check the vending machine one time, and it had all legendary grenades and shields. So I think it's that you have to have the schlooter proc'd when the vendor resets.
My wife and I just got the shlooter and (didn’t kill anyone, was on sanctuary) went to the vending machines to sell items, and we both had 1 crazy good legendary available
I think the effect also works on the Eridian Fabricator with its new Legendary mode. Killed a bunch of enemies, immediately switched over to the Fabricator and spent 4x250 Eridium. I got at least 2 legendaries with every shot, and one shot produced four different weapons.
With the shlooter on I was trying to get a new free radical one with an anointment. After ten times with beef plisken I finally got two one with a times 4 and a regular one plus a company man artifact I didn't think I could get a company man from beef plisken only from the seer or hemovoris

Nope. Shlooter boosts legendaries. The "rare" skill for loot increases only blue drops, as "rare" is specific to blue quality loot, instead of loot actually being rare.
that's definitely not how it's working for me...while i get the green skill effect too, the legendary drops are quite rare (+10% Luck on Guardian Rank), not anywhere near to what i see in your vid..i'm a lvl 72 character on a Mayhem 8 playthrough...

Does anyone know how this works on co-op (not co-opetition) mode? Like if only one person needs it, if one person needs it but they need to get the first kill, if both/all players need it, if multiples stack, that kind of thing?

How about activating the shlooter with zanes action skills. I mean it should work. There is a skill (don't know the name) wich makes Zane's kill skills more effective and this also applies for kill skills provided from his class mods. So the artefact is also an external source of a "kill skill" and it should work? Even more effective then?
Does anyone have a duped one at lower level they could give me? I like doing challenge runs and having a quick legendary early game is really nice. Plus I'd use it to get lvl 1 legendaries just for fun.

it depends on the boss, If the loot spawns after kill (Graveward) yes but if its determined at kill no.

I was testing this a few times. Never got it to work, but a few people told me it worked for them.

For vendors you can't look at the vendors first, need to kill first then check vendors within time limit

It's in vault card 2 as a reward. Vault cards come with season pass 2.

Farming vault keys to do your arms race trick. 12 keys is best for arms race for troubleshooter and slooter.

10% luck does not effect legendary drops btw. Legends dont drop often though?

Only 1 person would need it and multiple won't stack if it's on same loot piles(not individual instanced)

Why is my artifact not working
Once equipped and you get a kill, your chances of a legendary increases for 12 seconds. Won't be a guarantee and it only affects world drops.
