The ALBA frame was made to stick it to the major corps on Rubicon. Rusty and Flatwell, who brought Rusty into the Vespers from a position within Schneider, stole data from said Arquebus subsidiary. Furlong Dynamics, once Balam's primary rival during the Jupiter Wars, aided development. Elcano Foundry, the primary developer of the frame, alongside BAWS supply the RLF to combat the PCA and corporations.
I still find it extremely ironic that BOTH of Rusty's AC frames have arms that are super specialized for ranged weapon accuracy and have terrible melee capability, when his SIGNATURE WEAPON is the laser slicer. Man's hampering himself by accident. Swapping either of the frames' arms with the Firmeza or the Basho (or even VP-46) arms goes a long way to making their main star of the build actually perform well.
Ironic absolutely, but truth be told I think it’s because of the laser slicer’s high damage that the original steel haze (and to some extent the alba frame) still use it. Enough damage to overcome a negative melee spec might justify its usage on a frame that relies on ranged tactics and precision (in the case of the ransetsu)
Between the "skirt", well proportioned legs, and literal high heels, the Alba legs is *the* best legs for waifu cosplay builds. That alone is enough to make it top tier. Its exceptional performance is just a bonus.
Funfact, Alba mean dawn in spanish (following Elcano naming convention of naming thing with spanish name), which resonate quite strongly with the lyrics of Steel Haze (Rusted Pride), "Watch the sun rise, In the dawn". That aside, great review and video, as usual !
Alba is basically a direct upgrade from the Nachtreier, although I prefer the evil look of the Kasuar variant myself. Excellent for kiting and high speed in-and-out tactics. I recommend DerangedDroidGamer and Etheox if you want to see expert control of Alba parts.
All I can say is.. this isn't how the alba frame is supposed to look like compare to the actual artwork. It's supposed to be like a muscular gundamy/arm slave-esque with small waist and chunky torso. They didn't quite capture the intimidating build from the artwork. -_-
The mechanical designer of the ALBA actually worked on Gundam 00. Look at the Gundams in 00, the ALBA practically looks like something Celestial Being would make.

Another thing to add to that. Rusty's second AC goes by Steel Haze Ortus. Ortus is latin for sunrise :D
