Well as you’ve seen in the timeskip only luffy ,zoro, & sanji are haki users in the crew but the other crew members just weren’t strong enough to even learn haki imo because even those 3 had to learn haki over the 2 years & the others were very behind especially with their fighting ability
The anime recently went and remastered the next arc. I don't think it's a significant improvement except for how much time it saves, but you're not too bothered about that I don't think.
