In my DOD campaign, Hungary was caught in an endless cycle of revolutions as they had literally 0 brigades to put down said revolutions, and their militancy would constantly increase due to nationalist revolts. Their only line of defense was a foreign enemy army accidentally walking into a stack of Serbian rebels.
Paradox dropped the ball so hard on Victoria III. They would have literally made a superior game if all they did was just re-make Victoria II with improved graphics and maybe kept the CK3-esque leader personas.
Idk if you know but there is a rework version of Divergences of Darkness its a really cool mod since ik you like to play divergences perhaps you should check it
