Make sure it's the exact chest, because there's MANY chests around that area, and also make sure you're in the same channel(maybe that's the issue idk?) Or you can just clear up that entire region and you definitely will find it in one chest for sure.

No, I got in without completing the campaign, you just need to put in 7092 for the code and your set

Don't go through the way the guard is standing, go the way where the drone is patrolling and go in when its not looking towards you.
