National infrastructure. Disturbing the social norms over a period of time create distrust in assigned authorities to safeguard the individual.

In other words, how can a cyber weapon have the greatest impact on a society? A coordinated attack on the national electrical grid that keeps it down for weeks on end while allowing mass hysteria and suffering to consume Americans into their downfall. This could be amplified if the attack is coordinated with other Terrorist groups who coordinate their attacks with the cyber-attack.
