^^^ It only applies to self heals because the point of the rule is to keep the nurse from only healing them self throughout the entirety of the game, however, it wouldn't apply to others because why wouldn't they be able to heal/revive other people on their team more than once.

The nurse cannot save anyone else consecutively, that doesn't make any sense or does it make the game fair. The nurse could save the cop consecutively after finding out who the cop is, it gives an advantage to the town. The actual rule is that self-healing in a row is banned, so is saving someone else in consecutive rounds.
