Metro Manila in Philippines consists of 16 cities. what makes me confused is, Greater Jakarta Metropolitan Area in Indonesia has 32 million people. By this definition (if we follow your definition of Tokyo and Manila since you lump together CITIES not just a city) Jakarta should've been placed in the 2nd place.
