A 17-year-old can be considered a child in some contexts, such as at the police station where they may be treated as such and given appropriate adults. However, parents are still legally responsible for their child's wellbeing until they are 18 years old.

Only via social media will anyone find out anything. That said, the Daily Mail showed a video of the suspected killer. Impossible to say his age, he might have been a sturdy teenager or he might have been older. He was African, not Asian, in appearance. The press have been told to give the impression he was Welsh, a sort of deranged Llewelyn Rhys from Cardiff. Most Welsh are Baptists so then it will be said he can't have been a Christian-hating Muslim.
