No. The ball just has to bounce on the opponet's court. The easiest way is over the net, but it can go around it even if under the white strip. There are plenty of videos of such points in UA-cam, and also of points in which the ball bounces off the net or the net posts and goes in. This case was just a little more unsual, but it's valid (the umpire allowed it, but couldn't hide his awkward smile, knowing that it was just very bad luck for the losing player).
