Picking Saw doesn’t just lose you a point but also loses you whatever the other starting card could be if you didn’t pick him. And that could be a Temporary alliance etc.
Nobel sacrifice is such an interesting card to try to put into a tier. It’s the theoretical threat of the card where a lot of its value comes from. Thus empire players rarely try to capture Obi Wan and thus the card isn’t played often but being able to do missions with a character and “not worry much” about being captured is significant value. And the bluff potential of picking undercover is strong. Where you still sort of get the bluff value of Nobel Sacrifice even though you don’t actually have it. Very fun card. But yeah I’d also put it towards the bottom in terms of tiers just because rebels have so many amazing cards.
Gosh. I think I'd probably put undercover a bit higher, but looking at the cards you have above it, I'm not sure what I'd get rid of to put it there. Maybe move Baze's loyalty down one and put undercover higher. I've also lost at least 2 games to independent operations by itself basically, so that might put that on top and move one in a million down one but that seems like blasphemy... I think my favorite pair of leaders is Obi-Wan and Lando, Lando on independent and obi on undercover. I always feel as tho I have too much Intel as the rebels. Maybe it's just me, but they just seem to have a lot of it. Only one of the pairs laid out had a leader without at least 2 intel and four of them had one with 3 (counting jedi luke).
You can play Jyn's STFF card for scoring 2 point objectives such as ROTJ, Inspire Sypathy or Rebellion one more time. You can also get your level II plans back instead of cycling through the whole deck.
I have a hard time taking Luke over wedge unless I have Yoda ready to go, and even then, it takes you another turn to get him to what you need him to be at because typically I'll only use Luke as combat or opposing missions because I'm worried about him getting captured/lured. Makes it tough to take him.

My rankings for all the rebel action cards. Want to say a few things though. 1. Putting this in perspective of playing the base deck only and not the rote deck since the base deck is VASTLY superior. 2. Rebel cards are much more polarizing in power level than compared to the empire's cards. Some are really good and some pretty bad. 3. Thanks for taking the time to read my opinions. Starter Cards: 1. Temporary Alliance - BROKEN 2. Our Most Desperate Hour - BROKEN 3. False Orders - Empire diplomacy missions T1 is backbreaking and False Orders is a good failsafe 4. Rebel Planning - Problem is you want to use this later but Jan often gets captured so can be awkward 5. Resourceful Astromancy - Its OK. Not much of a fan of the ring starter action cards because they have the potential of doing nothing 6. Human-Cyborg Relations - Same as R2 but more restricted 7. Start The Evacuation - Needs a Rework. CAN win you the game but so many stars have to align for it 8. Rebel Extremist - Trash Card. Never take Saw loosing a reputation is the single worse thing you could do as the rebels. MASSIVELY needs a rework Action Cards: 1. 1 In A Million - Auto Blow up Death Star is too good. Target The Destroyers - Really good in big battles 7. Millennium Falcon - The Card is OK but Chewy and Han are great leaders 8. Undercover - Moving a Fleet twice or moving it once and then back to base or simply wanting to counter a empire mission is all good 9. Under The Radar - RNG based but on average is good. Can straight up win you the game if you get the right card 10. An Old Friend - If you draw this T2 then this card is way better but if you don't then this card is below average 11. Its a TRAP! - Target The Destroyers is better with a better leader on top of it but this card is still good in mid sized battles 12. Trust In The Force - Meh. Destroying only 1 trooper? And loyalty? It can help you score a loyalty objective but still meh 13. Point-Blank Assault - The only reason this card is as high as it is is because Madine has good skill icons 14. Something To Fight For - Too Slow. Also doesn't really do anything a lot of the time. Needs a buff or rework 15. He Means Well - Again don't value ring things all that much. Pretty underwhelming ring too. Cassian is a OK leader but not great 16. Noble Sacrifice - Empire will never capture Obi. Its really good if it goes off though but just a card that doesn't do anything 17. Son Of Skywalker - Get ready for a tangent. I HATE this card. 1. Luke is the worst rebel leader to recruit because he is the only leader that can lose you the game. 2. This card is slow af. The Empire will see it coming and capture Luke. 3. Jedi Luke isn't even that good. If Luke was a 2red 1blue / 3red 2blue he would be much better but still very risky to recruit. Overall I think the designers dropped the ball on the rebel cards as a whole in the expansion. Worse Rote Deck. You have a bigger advantage not playing with the rebel expansion action cards. The way you structure your rankings, your highest tier should probably be "S" tier - this uses conventional tiering language and helps convey that "c" tier isnt that bad, as you said, since c tier becomes B tier when using the S-tier scale. Also it deleted double FF - making the worst card in each faction simply F tier.

100% accurate. I would only consider keeping him in a competitive game if I also had temporary Alliance I think
