Sounds unnecessarily complicated. Why does the UK make it so complicated? In the US, we just have year levels (grade levels) and then go on to university. We could explain the US system in about 20 seconds. And btw, age 11 to 13 is not high school, but middle school. Age 14-18 is high school. Middle school and high school are together called secondary school.

In the UK the Education Act states that parents are responsible for their children’s education, "either by regular attendance at school or otherwise". There are some countries in the world where school attendance is indeed compulsory and home education is illegal. The UK is not one of those countries. Home education is legal so it's completely untrue that all children "have" to go to school.
