  • The shooting has stopped but injured individuals are now being held hostage. Is this still considered active killing? Our goal is to stop the killing and stop the dying. Responders must act without the benefit of hindsight. Understanding the justifiable use of force statutes in their state and their response to resistance orders is crucial in making these decisions. Good training and the Safety Priority Tactical Action Evaluation (c3.cm/life) can help develop and defend an effective action plan.
