You can't. They are classified 1.2 and can only be purchased with an atf license. You will also need state and local permits to fire it.

I had some 8 inch,10,inch,12 inch firework shells last year I mean I put on one hell of show for my community and our population only is about 32,800 people but that night it was well over 70,000 plus people,they are very expensive and you have to have a license to purchase.
