It's 'cause in rugby, far as I understand from other videos, a team can be penalized for a player talking back to the ref. So part of the captain's job is to keep control of their players, that's why the captain of each offending team when a penalty is called are called to the ref as well as the offending players being binned, sent off, or otherwise penalized.
The Captain is responsible for their teams discipline. Also he's the only one supposedto talk to the ref. When other players start chopsing at us as well, especially if we're trying to stamp out niggle between the teams. Also shouting at us and trying to influence a decision will usually have the opposite effect.

As a football / soccer referee it's great to see the interaction and MUTUAL respect between the officials and the players. Both parties appear to be equally willing to talk and LISTEN to each other - the referee explains what law dictates and the reason for their decision, but also listen to what the players have to say as there may be something the referee isn't seeing or hearing. No they don't apply every Law, every time but what they do is incredible. Try it some time. At 15 I tried to ref a bunch of 12 year olds, J.... F...... C......! Probably still scarred.

If that doesn't work then we warn him it has to stop, or the next player goes in the bin. If it happens again, the next player's in the bin. Funny how it stops after that.

You cannot be offside at a tackle breakdown because the offside line only comes into being once the tackle becomes a ruck. (Up until February 2017,) a ruck is not formed until a second player from the defending side joins the breakdown. Since no defenders apart from the tackler were involved in the breakdown, there was no ruck. Hence the defenders were free to dance around and obstruct the attacking side on their side of the tackle area without being offside. This law was changed in the aftermath of the Italy vs England match in the 2017 6 Nations, where Italy did the same thing and completely confused the England players.

I think 90% of the reason why soccer doesn't have the discipline like this is the referees own fault. They have let it come way to far. Swearing at the referee? BOOM That's a yellow card. Acting like you fall when no one even touches you ? BOOM yellow. And then they say: yea but than there will be no players left at the end of the match. No it won't. If they know they will get yellow it will take just minutes before they understand. It's really embarrassing the sport the way the players in soccer behave. It's a bad example for the children watching the sport and see their hero's go mental towards a referee. Or simply trying to cheat by acting like they get hit or whatever. If they would announce tomorrow that from now these kind of actions WILL result in a yellow card with no exceptions it will just take a week and maybe a couple of strange matches and then the sport would be totally different.
