@@amimox1950 The random side stepping on and off of the lilypad is to store vertical speed. Side stepping off of the lily pad uses some of it to get on to the tightrope. It's important to note any movement or jumping besides sidestepping cancels stored vertical speed. Then he gets hit to right as the cutscene to trigger the polluted piranha starts. This causes the stored speed to go off and he's aligned with the shine so he flys straight to it. The reason it has to be during the cutscene is because above the windmill there is an infinitely high cylinder that when entered triggers the Petey fight and warps to the inside area. It was thought collecting this shine would always be impossible because it was discovered through hacking that even if Mario were placed directly on top of the shinesprite, collecting it would lead to a soft reset because when Mario is inside the area trigger the game has a fail safe that resets the game if a shine is collected at the same time. However, by collecting it during another cutscene, the polluted Piranha cutscene takes precedent (which does not warp Mario to another area), meaning the windmill trigger never even goes off and the shine can be collected.
They put the Shine above Petey in the overworld, but it's inside the trigger that starts the boss fight so you can't usually collect it. If you store the right amount of speed using a lilypad and a tightrope, you can spray the Piranha Plant earlier in the level and get launched up to the Shine while it's coming out, at which point the plant's cutscene will prevent the boss fight from starting and you can grab the Shine
