If the character was more recent, I would say it references Toby's use of one for his entrance in the 6th anniversary stream, but I am 99% sure this character is older than that, unless I'm thinking of a different character that happened to have similar mechanics. -Dash attack obviously incorporates Flowey the Flower into Villager's dash attack. -The up air uses a bunch of echo flowers, a species of flower from Waterfall that repeats nearby sounds. -Not sure where the net comes from, either, but it's definitely the sort of thing Frisk would use as a weapon. -Neutral air uses an inflatable mascot originating from the Dog Shrine. -I believe back air is meant to be one of Undyne's energy spears, referencing how the green soul mode involves Undyne giving Frisk one with which to deflect her attacks to make up for not being able to move. -Neutral special is obviously a reference to the yellow soul mode.
