The whole DB questline seems to be a part of a much bigger plot, in which the emporer seems to know about the conspiracy including the DB contract. By sacrificing himself, he made sure the conspirators would not only be killed after his death but also would not be a threat to his choosen heir any longer. An heir that then could unite the tamrielic realms of men more easily than him, the signatory of the hated peace treaty with the Thalmor. The PO would of course be involved in this plans from the very beginning.
Half canon, half headcanon, the empire is now a police state. We have it mentioned that there were mass riots after the war, and that the Legion had to take control over several towns. We also see that imperial army ranks in Skyrim are "Quaestor, Praefect, Tribune, and Legate". Quaestors are civil administrators and Praefects are like magistrates or judges. Tribunes are noblemen that act as staff officers in the military, and legates, obviously are general officers. This suggests that there has been a blend of the civilian and military leadership as order was restored following the Great War.
The Penitus Oculatus are one of muy favourite factions of TES. There outfits are so cool. It's a pity that in Skyrim they were dumbed down and looked like the bad guys. It would have been amazing if you could have joined them :/
@@Wings_of_Tea Yes I know. But I think Bethesda dumb down the quest. You only have to kill Astrid, tell a guard, kill everyone in the sanctuary and get a reward. It would have been better if you could have joined them and fight the Thalmor.
Yes, I wish there was a fully fledge quest for them, where you could join them and get benefits. They don't even give you an armor set or anything. Just some coin for killing most of the DB members.
When Commander Maro knew about astrid and where they were means they already knew where to hit them before even doing the DB quest, shows how competent the organization is.
It feels like the Penitus Oculatus represent the end of an era when before, during the reign of the Blades, the Emperor was served by bodyguards whose sole purpose was his personal defense, honour and glory. A heroic and more virtuous time, replaced now following the Great War with a more gritty reality in the expansive operative system of the Oculatus designed for ruthless efficiency and unapologetic means for gaining the upper hand for a far more draconian empire in the Fourth Era.
Can you cover the animals in the Elder Scrolls? I know that there are modern animals such as Wolves, Salmon, and more. I know there are some Prehistoric animals in the Elder Scrolls but I don't know if there are more Prehistoric animals such as the Giant Sloth, the Bear Dog, or even Dinosaurs. And of course, there are the Fantasy animals such as the Unicorn, Minotaur, Centaur, and more.
My main Dragonborn character in the elder scrolls universe I like to play as (and write on the side with a few friends in a DND type campaign) is an Oculatus Captain, they’re certainly a *lot* of fun to write and play with
i hope we could join them in the next elder scrolls game as a spy faction we could choose to join them or dark brotherhood two stealth factions one is morally good and other is morally bad

So technically Penitus Oculatus vs Thalmor is about the same as the KGB vs Gestapo. The Penitus Oculatus are loyal to the motherland, Cyrodiil, and will do anything for it just like the KGB. Their motto was loyalty to the party - loyalty to the motherland, which is similar to what the Oculatus Penitus stand for. The Thalmor are similar to the SS and Gestapo, the Gestapo were the secret police finding and rooting out Jews like the Thalmor to Talos worshippers while the SS act as paramilitary detachments and kill squads sent to exterminate Jews found by the Gestapos findings. just about how the Thalmor Justiciars work. Not sure why i thought of this, I just did.

I would rather have been able to join them than the brotherhood. they are cooler than the brotherhood. For crying out loud, they don't wear bdsm leathers. They instead wear actual armor.

They take place around 4E 50 and detail an event called the Umbriel Crisis (which, for the sake of spoilers, I shan't say much more about). I think you can find them on eBay, Amazon or ABE for pretty cheap nowadays.

I remember this theory, that I quite like, that the emperor was the one who had the Black Sacrament done. If not by him, then by someone in his name.
