REPAIRING AND RESTORING A PANASONIC CF 19 TOUGHBOOK

Hello, today my idea is repair and restore this Panasonic CF 19 which is a rugged laptop. I bought this used one very cheap but this isn't lucky strike. This laptop has been abandoned for several year in a construction storage. It is very dirty with a mixture of oils and concrete First of all this laptop doesn't turn on because it doesn't have battery either charger. So I can´t test if it works. Also, the previous owner told me that he left to use this Panasonic because the ram memory failed. Due to that reason I should buy a new memory ram so I looked for in ebay and a new charger. In these moments i don´t now if the laptop works.

Hello on the panasonic сf 30 netbook, when the screen flickers on and off, I think the fluorescent lighting disappears, it may be a high-voltage unit or the light bulb itself, what do you think?

It was due to a spotlight or, at least, that only happens when this spotlight is on. Although it is random, sometimes interfered and other not. So, in resume, I don't know.....
