I don't think it has to be, and for that maybe you should confirm that from the country you're applying from to know if the requirement is to be born there.

Hello, so i got this notification on Feb 10th what does it actually mean? "We have conducted a technical check after the application deadline. At this stage, only those applicants are notified whose applications have been rejected or contain some kind of an error. If you meet the requirements of the technical check, your application is forwarded to the Sending Partner, about which we send no notification to the applicants."

You have to apply on their website
