You are missing a key point to Kiana's statement. She said the gazes of the Aeons, that is different from the Aeons having reached there or not. If you remember from the lore of HSR, there is already one Aeon present there, IX, where it is explicitly stated that they are everywhere.
@rickelmehanwinckel2699 Read the dialogue with Acheron again. She said nothing about shadows, only manifestations of IX. That clearly points our their ever presence in all places at all times.
