Say 2 people are doing something that has a conventionally low chance of succeeding - Lets go with a gacha considering that's what caused this discussion. Both people are rolling for a character that has a 1% chance to drop, they both have 100 rolls with no guarantee that they will get the character (so no pity). Person 1 rolls the character after 60 rolls, leaving them with 40 left over rolls. In those same 60 rolls person 2 has rolled the character 3 times, and also has 40 rolls to spare still. Unless person 1 gets the character 2 more times in the next 40 pulls, something they are unlikely to do considering it took 60 rolls to get 1 character, they person 2 will be conventionally "luckier" than person 1. TLDR: If there is no such thing as luck then people should theoretically get the same amount of characters within a 100 pulls. Something which is far from the truth.
