Yep, wood chips are the answer. They absorb the nutrients in the excrement and once it is composted it makes a great addition to the soil in the garden.
Most areas around here are 120 sq ft for non-taxable (10'x12'). If you get much bigger than that they become difficult to move, along with a host of other problems.

If you build on a skid they cant tax you. Probly limited on size tho
