i'd like to note that in all the memories spirits are treated almost like they're citizens of the empire, participating in schooling and the forbidden ones being banished for what sounds like essentially draft dodging.
When it says " The pages of this book--memory?" it makes me remember what was said about the fade/beyond and the old Elvhen structures. The buildings were intertwined with the fade and the veil destroyed much of these buildings when it severed the "unchanging world" and the fade. Obviously, much more than just these people's structures and foundations were built on magic. These books must have been vessels of some kind that were made to hold memories. Magic had to have been used for these, as well. The way they are described as showing what's happening (like a picture book or comic?), maybe the Elves were once able to project their memories, thoughts, and feeling into these books. It's lucky they survived. I can only imagine what historical events could have been recorded, and DIRECTLY from someone's memory--uncorrupted information was (and may still be) at the Inquisitor's disposal.
Mentions of "the unchanging world" makes it sound like the material and the Fade were always viewed as two separate worlds by elves and spirits... which makes me wonder as to what the Veil really changed.
Most say that without the Veil, they were one and the same. But the Forbidden ones were banished far from the material world, which would be impossible if that were true. And I believe that the Fade didn't reach deep underground, since lyrium has a property of reinforcing the unchangeability of the physical world (blocking out magic). So as I see it, they are separate worlds that overlap.
I think it's likely that the Veil existed, but had gaps in certain places where the Fade and the Real merged to create the Crossroads. Solas probably only closed those gaps after discovering how to create or even just manipulate Veil energy. The Blackmarsh shows something of this, with Veil barriers that block physical access to the Fade even though you can see into it. You can close these gaps by going into the Fade and killing the Desire Demons that keep them open. The Elvhen kingdoms were probably like that, and Solas simply closed them all off. He's either lying about creating the Veil, or he honestly thinks he did create it, but is mistaken or confused.
VEILGUARD SPOILERS in the context of the New lore, thats not what this is about. Elves come from spirits, the spirits' nature is to dwell in the dimension of the Fade, to observe it intertwine with the physical but not really be OF it. So when the spirits first manifested as Elves, they needed educational materials on how to navigate the material world and blend their spiritual abilities with physical reality, and how to operate in this interdimensional entanglement.
