Your Mu should come as 135.75KNm as your taking the moment from midspan ! You did the error in CG while calculating the for 2 equation it's should be ((1.465+3.3/2 )/2)

What if instead of the wall, the staircase would be resting on a beam on both sides at the edges. Do we still design the staircase as pinned? Also would the beam undergo torsion?

1.2 value is for plain bars, but its mentioned in IS code to increase the values in table by 60% if you're using deformed/threaded bars in your design, that's why it is multiplied by 1.6...

Yes, you can take 11. Design is all about assumptions. It's on you what nearby value you want to take that will satisfy your design 👍
