Then, when Deku became the welder, the vestiges told him that it was time. The reason why deku is able to weld all the quirks is because he's the last user of One For All.
It's also stated that all might basically gave the quirk rapid growth and made it super powerful to the point he has defeated all for one twice. While even his predecessor couldn't beat all for one. I think this has to do with all might being quirkless originally and bringing out the true potential of ofa. He evolved it to that point then when passed onto deku, the other quirks became strong enough to manifest too.

Not exactly that, if all might received the quirk from someone who trained with it as hard as he did, he would manifest them as well, for being quirkless. Deku only manifested them because all might made it as powerful as it was when it was passed on to quirkless Izuku
It should also be noted that most of this growth happened while All Might was carrying it since he is the only one to hold it long. Basicly OFA he received and the one he passed were drastically different in power.

OFA needed to hit the singularity point before the other quirks could FULLY manifest. I say fully because there have been hints since the first episode that all might almost unlocked the other quirks. What happens when All Might is about to deflate? Smoke appears. What happens before all might jumps away after meeting deku? He repeatedly moves his legs up and down like fa Jinn. There are even several points in the show where all might gets alerted out of nowhere of danger, similar to danger sense.
his voice over toward the end of last season when Stain appears said that he "doesn't feel any killing intent" from him, sounds like danger sense to me

But when it went to All Might it finally got a break to rest from constantly trying to copy an entire quirk every time there was a new user. Then Deku came along and it started developing on all the work it put in previously.

All might contributed to the quirk as well. Both him and the fourth user passed their whole life to unravelling OFA secrets. All might also created most of the moves deku uses. All might is also the only OFA user so far that has been seen to be able to harvest OFA energy to literally change his appearances.
I like the fire example, where the core of ofa needed more heat to melt away and be usable, so it took multiple generations of “fires” or wills to melt it into its current usable state

Nah I don't think it works like that since it's a stockpiling quirk I think ofa is relatively the same as when he got maybe stronger maybe not but I don't think any changes can happen until it's passed on meaning I think he already had the power to use the quirks for a while he just couldn't use them but as soon as he hands it over that person (izuku) is able to I think if he handed it over 10 years sooner or later the results would've been pretty much the same. With whoever he passed onto being able to do what izuku does but never all might

Personal, I think him doing this while using ofa, his body goes back to the state in which he was capable of using ofa and maintain it until his body can't hold it. This would explain why he can still go into the muscle form after he loses ofa because he is just flexing but can't hold it.
There is also another explanation that all might is the only one that so far has harnessed OFAs energy to change his appearence ( saw this in a comment)
I think it's just a matter of refinement, with the acquired quirks being dormant until the base Quirk is strong enough to enable the usage of those quirks. The original wielder, AFO's brother, alluded to Deku as basically being the singularity for the Quirk. I think All Might pushed the Quirk to progress to the point that was necessary, so that all Deku had to do was prepare his body enough to accept multiple quirks.
Except for black whip it would seem to me like all my did have access to all of the quirks it just wasn't conscious access. He just naturally used them in tandem.
I'm still saying he WAS able use all those quirks BUT internally. Where Gear shift and Black Whip, are like that of GOTO, Where I feel Float and smoke were just minimized especially when you see him gas out when he converts to Allmight form. where I still say its utilization. Where I like to feel Allmight just adapted it INTO himself, where I also feel it means it basically cultivated 14ALL for a generation on top of it.

My theory was always that he had a transformation quirk (muscle form) but just wasn't strong enough to use it without OFA, since we can see him struggle to use it even with a weakened version of OFA
That's not true that "muscle form" is his natural body that he trained to get he just lost alot of blood and his whole stomach so he lost all his muscle and weight not sure how he was able to use it again but it's not a quirk or he'd be dead already

It's his body he trained to get really buff and he's naturally 7'3 actually he's 7'3 in his skinny form not sure how he turns buff again but his muscles are just muscle that he lost after all for one destroyed his stomach

I have to rewatch the whole series again before the next season starts.

This is a stupid answer from the creator bruh… what the could have done is made it that OFA takes in biological factors such as Deku’s O- blood which allow it to be a universal donor, One type for all or ONE FOR ALL, and All For One have his blood type be AB+ being the universal acceptor. Technically not true. Some of the other Quirks did manifest within Toshinori; the smoke when he’s pushing his limits and powering down, the fact he retains air time longer than what should be possible. I doubt the others came into play but suffice to say, he did something with them, even unintentionally
First of all smokescreen is purple, the smoke coming out of allmight is its own thing, secondly flying using force from one for all isnt a new thing, deku did the same thing in season 4
I think the air time is just a consequence of his strength. Similar to how Saitama can “fly”. He doesn’t have the power of flight, but he can use his immense strength to make strong winds and shockwaves.
Im pretty confident that the reason why he couldnt use the quirks is because he himself had a quirk. One that relies on stored energy to use. Its the reason why he has a muscle form, as he thought he was quirkless before but thats because he didnt have any ability to gather and store energy. But when he gained one for all he obtained access to said form. Its also the reason he could use one for all at 100% right off the bat. Thats my theory at least. Oh, and the fact that the show states only a quirkless user of One For All can draw the true power of it out, this clearly implying that only a quirkless user can awaken the Quirks inside it. Now if all might was quirkless he would have absolutely been able to draw this power out as he is clearly the most powerful User that we have seen. I think it more likely All Might knew he wouldn't be strong enough to be the pinnacle of heroism and to stop any and all villains, so he focused entirely on increasing the power of One For All rather than all aspects of it, which gave Deku juuuuuust enough strength to overcome his obstacles. It’s explained in the anime that all night is NOT quirkless. His quirk was simply increase in size similar to mt lady but not nearly as big. If all might had all of them available he would have been like close to Superman using ofa at 100 percent then with like the others like gear shift change to get like a 200 percent smash and turn everything into mist really with a punch. Honestly i find the additional quirks kinda lame but ultimately its whatever. The story and the characters carry it so its no big. The real reason why All Might couldnt use them though was because the writer thought of them later. Which is fine btw. People who complain about that sort of stuff have never written anything in their lives and shouldnt be taken seriously.
Also the fact that All Might isn't quirkless, just had a useless quirk before he got One For All. (His Muscle Form is a sort of "inflation" quirk. It's bulks him up in size and appearance but doesn't actually give him any strength.)

I mean.. you're not wrong but you forgot the really big reason the personalitys in One For All emerged. Shinso. They may have even said Deku may have never unlocked the other quirks without Shinso (but memory is a touch hazy so I could be wrong on that point) During the Sports Festival Shinso used his mind control on Deku, but surprisingly his mind control effected the dormant personalities inside of Deku as well. Its true that One For All needed time to grow, but its equally important to note Shinso's quirk acted as the final catalyst One For All needed to fully awaken. If thats not enough, let's look at the first time Deku actually spoke with a previous user. Where was he and what was he doing? Under Shinso's mind control again. This was likley done because One For All has always required the participation of others. It only exists because the quirks of 2 seperate people were altered and merged by a third person. It's power is derived from many generations of users. And in the end, it's greatest trait was unlocked by the quirk of another person. Fitting.
My theory it needed to stockpile enough power to activate all the other quirks but the other users died quickly due to having multiple quirks or afo killing them. All the years it got to sit in all might gave it the time it needed to charge up then deku also being quirk-less right after all might gave it the opportunity

Think of All for One as making bread dough and All Might’s generation was mixing the previous ingredients together, kneading (smashing) the dough, baking it, and later passing on the task to Deku who then handle the final product. 🍞

I like to think that OFA needed to stockpile the experience of someone quirkless using it before it's potential could develop in someone else quirkless, as they would be capable of drawing out it's strengths further.
I kind of like film theory’s theory that All Might did have a quirk, that being a quirk that changed his bodily structure to become larger and more lean, thereby allowing him to use the quirk to its fullest potential
I hear some fan theories/head cannons that all might could access the quirks. Using float to allow him to jump higher and longer without damaging the ground as he leaps. Dangerous sense manifests as an uneasy feeling when something's going to go wrong. Smoke screen activates every single time all might deflates to hide his true form and thats the mist you see etc
In the vigilantes manga all might had something resembling danger sense when he was meeting the police officer but that might have just been because it was needed for context in that situation and wasn’t anything to think to hard on

He'd be more aware of things like bullets and traps he couldn't see, but only by like a second and it's more like a nagging feeling than a straight sense. His "grin" could stun enemies and his laugh would cause them to freeze up He gets more air time with his jumps than usual, and even falling from high heights, he can land softly Enemies he's somewhat close to when he reaches for them will still end up being grabbed by him, even when it looks like he's going to miss. And his speed increases the longer he moves.

Nah I don't think it works like that since it's a stockpiling quirk I think ofa is relatively the same as when he got maybe stronger maybe not but I don't think any changes can happen until it's passed on meaning I think he already had the power to use the quirks for a while he just couldn't use them but as soon as he hands it over that person (izuku) is able to I think if he handed it over 10 years sooner or later the results would've been pretty much the same. With whoever he passed onto being able to do what izuku does but never all might

@TangentFuture41 while very little is stated about the muscle form, all might said the form is just him flexing his muscles. Personal, I think him doing this while using ofa, his body goes back to the state in which he was capable of using ofa and maintain it until his body can't hold it.
This would explain why he can still go into the muscle form after he loses ofa because he is just flexing but can't hold it.
There is also another explanation that all might is the only one that so far has harnessed OFAs energy to change his appearence ( saw this in a comment)

I think it's just a matter of refinement, with the acquired quirks being dormant until the base Quirk is strong enough to enable the usage of those quirks. The original wielder, AFO's brother, alluded to Deku as basically being the singularity for the Quirk. I think All Might pushed the Quirk to progress to the point that was necessary, so that all Deku had to do was prepare his body enough to accept multiple quirks.
Except for black whip it would seem to me like all my did have access to all of the quirks it just wasn't conscious access. He just naturally used them in tandem.

I'm still saying he WAS able use all those quirks BUT internally. Where Gear shift and Black Whip, are like that of GOTO, Where I feel Float and smoke were just minimized especially when you see him gas out when he converts to Allmight form. where I still say its utilization. Where I like to feel Allmight just adapted it INTO himself, where I also feel it means it basically cultivated 14ALL for a generation on top of it.
What about the possibility that Almight wasn’t quirkless and maybe had a quirk similar to the first user.

If u lose all of ur muscles because of an injury, ur not just gonna magically gain the ability to transform back into his muscled body.
Plus the fact that he can continue to transform at all after OFA had completly left him, is a pretty big indicator that he had to have some form of transformation quirk.

Not sure where I watched it, but it might have been Matt Patt on film Theory, he brought up when All Might told Deku for some reason he could use OFA at 100% without any training and that was most likely a hidden quirk that All Might didn't know he had since All Might states that all other users of OFA had to train in order to use it and we won't don't know the extent of that hidden ability.
My theory was always that he had a transformation quirk (muscle form) but just wasn't strong enough to use it without OFA, since we can see him struggle to use it even with a weakened version of OFA
That's not true that "muscle form" is his natural body that he trained to get he just lost alot of blood and his whole stomach so he lost all his muscle and weight not sure how he was able to use it again but it's not a quirk or he'd be dead already

It's his body he trained to get really buff and he's naturally 7'3 actually he's 7'3 in his skinny form not sure how he turns buff again but his muscles are just muscle that he lost after all for one destroyed his stomach

@@erikwulfrik1934it's really best to see it as an exaggeration of the reality, he is an incredibly muscular man even at his weakest, it's just that much like when we have a larger body after a work out, his body gains size while he flexes.
So basically, it's for the wow factor when in reality he's still quite the giant.
There was a conversation between All Might and Deku where All Might said that he saw a vesage who said something like "it's not time yet". According to All Might, his former mentor Nana Shimura also saw the same vestige who said the same thing. I can't remember the episode though. I have to rewatch the whole series again before the next season starts.
It might be because the quirk was finally passed from a quirkless to another quirkless.
All might is also like the reason the quirk became strong enough to pass on earlier quirks. Without his like high octane experience points one for all wouldn’t have leveled up like this

All might has said he had access to some of the quirks but he had to use them in a way that made it look like he had one singular really op quirk. So its possible he was using them in ways he didn't realize. All might used them as a blend but deku seems to be able to use them individually.

The other theory is that all might isn't actually quirkless- but had a latent quirk that was useless, aka his muscular form.

You can see him using one of the other quirks in the beginning from when deku grabbed his leg after all might saved him from the sludge monster thing
In short the quirk singularity didint/hadent been evolved enough for Toshinori to use the quirks. Bc as the quirk kept getting passed on the Q.S got bigger and bigger until BAM! It finnaly got to the 9th user and most likely the last one was chosen and with all that bulit up power it manifested the Pervious users quirks.

This is a stupid answer from the creator bruh… what the could have done is made it that OFA takes in biological factors such as Deku’s O- blood which allow it to be a universal donor, One type for all or ONE FOR ALL, and All For One have his blood type be AB+ being the universal acceptor. Makes way more sense.
Technically not true. Some of the other Quirks did manifest within Toshinori; the smoke when he’s pushing his limits and powering down, the fact he retains air time longer than what should be possible. I doubt the others came into play but suffice to say, he did something with them, even unintentionally
First of all smokescreen is purple, the smoke coming out of allmight is its own thing, secondly flying using force from one for all isnt a new thing, deku did the same thing in season 4

I think the air time is just a consequence of his strength.
Similar to how Saitama can “fly”. He doesn’t have the power of flight, but he can use his immense strength to make strong winds and shockwaves.

Im pretty confident that the reason why he couldnt use the quirks is because he himself had a quirk. One that relies on stored energy to use. Its the reason why he has a muscle form, as he thought he was quirkless before but thats because he didnt have any ability to gather and store energy. But when he gained one for all he obtained access to said form. Its also the reason he could use one for all at 100% right off the bat. Thats my theory at least.
Oh, and the fact that the show states only a quirkless user of One For All can draw the true power of it out, this clearly implying that only a quirkless user can awaken the Quirks inside it. Now if all might was quirkless he would have absolutely been able to draw this power out as he is clearly the most powerful User that we have seen. With this not being the case for some reason and Midoriya unlocking new quirks in a matter of months leads me to believe that All Might has a quirk being what I stated before. This is an edit btw

For example, deku has his sparks of lightning, all might has his muscle form, and nana made her glow(this one is speculation). There isn’t a definitive effect for one for all, as it changes for its user.
I think it more likely All Might knew he wouldn't be strong enough to be the pinnacle of heroism and to stop any and all villains, so he focused entirely on increasing the power of One For All rather than all aspects of it, which gave Deku juuuuuust enough strength to overcome his obstacles. He planned ahead rather than focusing on the now, which is a pretty consistent trait of his.
It’s explained in the anime that all night is NOT quirkless. His quirk was simply increase in size similar to mt lady but not nearly as big. The second form all might takes has always been his quirk all for the just allowed him to use strength that resembles his body. (Before all for one he didn’t get any power up when changing in mass)

My guess is that with his injury he couldn't. and even then it took Deku time to unlock even one of them, so it might've just been a matter of built up power.
Honestly i find the additional quirks kinda lame but ultimately its whatever. The story and the characters carry it so its no big.
The real reason why All Might couldnt use them though was because the writer thought of them later. Which is fine btw. People who complain about that sort of stuff have never written anything in their lives and shouldnt be taken seriously.

I mean.. you're not wrong but you forgot the really big reason the personalitys in One For All emerged. Shinso.
They may have even said Deku may have never unlocked the other quirks without Shinso (but memory is a touch hazy so I could be wrong on that point)
During the Sports Festival Shinso used his mind control on Deku, but surprisingly his mind control effected the dormant personalities inside of Deku as well. Its true that One For All needed time to grow, but its equally important to note Shinso's quirk acted as the final catalyst One For All needed to fully awaken.
If thats not enough, let's look at the first time Deku actually spoke with a previous user. Where was he and what was he doing? Under Shinso's mind control again.
This was likley done because One For All has always required the participation of others. It only exists because the quirks of 2 seperate people were altered and merged by a third person. It's power is derived from many generations of users. And in the end, it's greatest trait was unlocked by the quirk of another person. Fitting.
How did this confuse people? Its told in the show and manga...

Think of All for One as making bread dough and All Might’s generation was mixing the previous ingredients together, kneading (smashing) the dough, baking it, and later passing on the task to Deku who then handle the final product. 🍞

Another thing it is also told when deku has the meeting with the vestiges that they allowed him to use the other quirks and it was black whips user that started this, and the others followed soon after except the first and second user for a while. They also didn't know that quickness individuals could bring out the full potential of one for all since they only realised when all might got a vestige in OFA so they only knew when it was past to deku
I like to think that OFA needed to stockpile the experience of someone quirkless using it before it's potential could develop in someone else quirkless, as they would be capable of drawing out it's strengths further.
OFA is that legendary weapon youre friend got that he gives you when you start the game to make it easier for you
I kind of like film theory’s theory that All Might did have a quirk, that being a quirk that changed his bodily structure to become larger and more lean, thereby allowing him to use the quirk to its fullest potential
I hear some fan theories/head cannons that all might could access the quirks. Using float to allow him to jump higher and longer without damaging the ground as he leaps. Dangerous sense manifests as an uneasy feeling when something's going to go wrong. Smoke screen activates every single time all might deflates to hide his true form and thats the mist you see etc

In the vigilantes manga all might had something resembling danger sense when he was meeting the police officer but that might have just been because it was needed for context in that situation and wasn’t anything to think to hard on
Just remember, All Might’s hero record is literally perfect. Maybe not explicitly stated, but when you really think about it, he has a perfect record. Man’s literally saved everyone in every disaster he helped in and never lost a fight against a villain. He truly was the number 1 hero in the world
All Might is amazing, Second Favorite MHA character cause gotta rep my boy Twice(R.I.P.).
I low key wish he HAD the access to them, but it was more subtle and wasn't as blatant.
He'd be more aware of things like bullets and traps he couldn't see, but only by like a second and it's more like a nagging feeling than a straight sense.
His "grin" could stun enemies and his laugh would cause them to freeze up
He gets more air time with his jumps than usual, and even falling from high heights, he can land softly
Enemies he's somewhat close to when he reaches for them will still end up being grabbed by him, even when it looks like he's going to miss.
And his speed increases the longer he moves.
