Makes me wonder now. Does actually dumping the sewage at the landfill not give you a fine? I know there was an update where in order to get the fine a roaming npc needs to see it or something
So you'll only get fined if a wandering NPC walks close to where you dumped the sewage. I've never seen a NPC get close to the landfill. Plus you're close to a save point so once you save, the sewage despawns
