Remember forces are vector quantities. Vector quantities have magnitude and direction. Suppose we choose a particular direction (say downwards) to be positive, it will mean every force that is downwards will be positive and every force pushing or pulling upwards will be negative. By definition Fnet or Fres is the vector SUM of force. Therefore, we will add forces and take direction into consideration. I hope that's clear
how do we know if our Tension should be positive or Negative, Because you sometimes say "it is going down, therefore, is Positive" while on other questions you say "It is going down then it will take negative"

You can choose any direction you want, unless they tell you which direction the blocks move.
it only accelerates down when the mass of the 12kg block changed to 5kg. Makes sense because 8kg>5kg
