Variable Rate Fertilizer

What would you guys recommend for growing organic vegetables and potatoes. I want to build the soil via cover crops and some manure. I am in Ontario and have thick clay soil, I want to store carbon and build the soil, but the ground becomes very hard to the point where getting a spade into the ground past 4 inch is difficult, I want to reduce till, but No-till has been a challenge with weed control and compaction. Tell me your thoughts both for fertilization and alike
