The rules keep changing. But it is advisable to go through a tour operator or a guide if you intend to camp. Also, they would know the current situation.
The only way is to book it through a guide. However, the stay facilities are too basic and very limited so most people take their tents up to the valley.
I guess ILP won't be applicable for you since you're from Assam. As far as my meagre knowledge stretches, all indigenous inhabitants of any North Eastern States are exempted from ILP in Nagaland.
It's not budget trip.... it's call luxury trip for dzukou.... Dimapur to dzukou then back to dimapur cost u around 5k.... 1 night stay in dzukou is more then enough.... You don't need guide or porter.... Too...😂😂
