Respect mission passed brotherrr the game wasn’t starting since 2 days I followed your steps and it worked tbh I installed many car mods and that’s were the problems occurred and people with same problem should even check the dlc list issues if both are same then the game will work

@@TechMatriX_Raj I fixed my problem a little while ago with the help of internet searching and found out a fix that worked for me: if you remove the the last two dlcpacks from the dlclist.xml, it might fix your crashing problem.
If your game is crashing because of limited vehicles then this will work. If it is not working then there will be some other reason for your game to crash
