Long explanation: The thing is, Connor has actually been a deviant this whole time. The fact that he was able to do things not in line with his main mission, like save the fish in the very 1st chapter, and gain 'software instability' in the first place shows he already has the ability to make decisions that are deviant. His whole personality is that he knows he was created for a reason, and his greatest fear is being a failure in the eyes of humans bc that's what he sees as his life's purpose and only value. So when Hank confronts him during that bridge scene about whether he might be deviant too, he doesn't feel comfortable telling Hank, even if Connor has shown that he cares a lot about Hank or pities the deviants they've been hunting. Even if he spares Chloe, Connor denies his deviancy in front of Kamski and Hank again. It's only after talking to Markus, another prototype RK android just like him (which Connor finds out in the Stratford Tower mission and avoids telling Hank about), that Connor gains the confidence to change his 'purpose' and break that deviancy barrier holding him back- he finally chooses to fight for his own people and not be afraid of disappointing Cyberlife/the humans who only see him as a means to an end.
I don't know... It seems that in the final version, he already has a lot of Hank's influence on deviating. I think it would also fit perfectly. No idea why they took that off. As someone mentioned here already, I think the fact Markus is also an RK-prototype has an effect on him (we can see how he seems distant in thought after learning Markus' model in the Stratford tower but refuses to talk more about it when Hank notices his kinda odd behavior). A lot about Markus' model and purpose on his programming is a mystery, but somehow this seems to affect Connor. Maybe he sees that even his model can deviate. Maybe seeing a RK-prototype being the literal leader of the deviants makes him rethink who he actually wants to be if he's already with a high software instability. That's why later when he meets Markus in person, his words have an impact on him, who already seems to be willing to deviate, just needed a little push.
Hank's reaction is like "Oh my god..!" Aww,he might be a grumpy old cop,yet he still can be really touched by someone's words and look cute when confused

I feel like this dialogue implies that Connor's deviant scene was originally going to happen with Hank instead of Markus.
