Since the title was very suggestive, Madonna wanted the song to live up to its title, as she loves all kinds of sexual innuendoes. MJ wasn't ready to go there so the collaboration fell through.
Personally, I really would have liked to see a musical collaboration between Michael and Madonna. They were the two biggest stars in pop music and a duet would have been incredible. Madonna did do a duet with Prince on her 1989 album “Like A Prayer” called “Love Song.” There’s no music video for that one, but you might want to check it out. Cheers.

They were quite far, business side already sorted, so the fact that MJ and Madonna didn't go through with it was a purely creative issue.
