The rumba song was FINALLY FOUND! AND CONFIRMED WITH HIGH CONFIDENCE! The song in the rumba is called "Te Quiero" (I Love You), sung by the Latin pop group called Mestizzo.
It was that group that brought the ballroom world of Latin dance by storm through songs like their "Tic Tic Tac" (samba music) and a techno cha-cha called "El Tongoneo" (which means the moving of the hips).

A bit of a tape cut-off in 7:02 before the dancers did the theatrical Latin ballroom dance of the corridas, the paso doble. I was expecting the emcee to say, "OK, places, dancers again, please---here is your next dance -- the PASO DOBLE....and music, please!." But I did not hear it. I just simply saw the paso danced.
Back then they didn't do that presentation in the pasodoble
I can realize that cha-cha song is known as "Cachito". I heard that before during a Dancing Illini open invitational ballroom competition.
Remember when I thought that cha-cha I heard was called "Cachito"? The title was wrong - it is "Que Rico."

@@MarkGruffalo I know Spanish. The title song means "Gentle Water, Salty (or "Saline") Water."
With high confidence, I tracked down the artist and got it. It was the same Latin singer who did a "sambaized" cover version of "La Gota Fria', originally a cumbia by Carlos Vives. No other than Julio Iglesias.
I traced that song all the way back to "cumbia-salsa" style (probably more Colombian than Mexico) by the Latin group, Rodolfo Aicardi y Los Hispanos, probably the original artists of that "cancion."
