  • Testimonies from victims of human rights violations committed during the former president's 15-year rule.
    François Duvalier (better known as "Papa Doc") came to power in 1957. After an attempted coup against him in 1958, Duvalier rewrote the Haitian constitution, making himself a President for Life. Believing the Army was planning to overthrow him (as they had previous leaders), he disbanded all law enforcement agencies in Haiti, including the army. He executed all high-ranking Generals. To keep law enforcement completely loyal to his own ruling family, in 1959 he created a private security force, the Tonton Macoutes, who were granted automatic amnesty through his powers for any crime they committed.
    He died in 1971 and was succeed by his son, Jean-Claude Duvalier. In the 1984 election to Haiti's 59-seat National Assembly, no opposition candidates were permitted to contest the election. Human rights violations and abuses increased in the aftermath.
    This film shows AI's 1985 report on Haiti and gives information about individual cases such as Yves Medard, (better known as the poet, writer and filmmaker Rassoul Labuchin), Evans Paul, Frank Blaise, Sylvio Claude and William Josman. It also cites examples of people imprisoned without charge or trial, or who are left in incommunicado detention. It shows how Amnesty International responds to these human rights abuses through the Urgent Action network. Features footage of the relevant urgent action notices coming off the telex machine.
    There is also a brief historical introduction to the country with details of the Tontons Macoutes. The video closes by looking briefly at how AI members organize against human rights violations.

    As a child that grew up in Raboto, Gonaives the terror of these people cannot be described. Currently, in my 40's I still vividly remember their cruel and inhumane actions. Sad when people wish that the duvaliers were still governing Haiti. The terror of aristide and those that came after him is different from the duvalier's terror, TRUST ME.

      You lived in en deyord part as a child which mean you never enjoyed and knew the peace PAP had back in the 70s and 80s until Jean Claude left in 87, even though you are in your 40 you surely don't remember how clean and beautiful Haiti was back then and how people were able to eat go to school and work a 9to5 ,not this dump of trash and feces you notice the moments you arrive at the airport, or the smell of death you get patrolling the street, I am 49 and though I left Haiti before jean Claude did I recalled every yearly summer vacation in lili, gilou,kalico, and how lavile and petionville were safe you go all the machann happy to see us and you mean to tell since Duvalier left it has been good. Let me tell you the Haitians we have today in Haiti aren't civilized human, some Haitians always had tend to have that savage beast behavior which require to eliminate them and by throwing Duvalier out of Haiti, this is what you get an infestation of lawless place with thieves, beast, gangs and it can't be control, to fix Haiti another regime is needed with zero tolerance than watch we can have Haiti back until then you can say Haiti is doom and even damn by God Almighty. During Duvalier regime we have 24 hours Bodega still opened. Duvalier was doing what's right to avoid what we have today.

      @@yaniramilo2640 I really hate when people say this as if there wasn't peace BEFORE Duvaliers came in last I heard during Magloire there wasn't any roving gangs either yet no one speaks about that. The reason why many of the issues ARE going going on is due to massive corruption during Duvaliers regime and the brain drain that happened. While the rest of the world was going through unprecedent economic growth Haiti remained stagnant putting far behind the rest of the world and the people largely left uneducated. What we're seeing are the ripple effects of Duvaliers regime and missing out on that crucial time period of growth that will honestly be hard to ever replicate again

      Its stupid people who want to confirm their bias, notice how they never talk about how the regimes before Duvalier weren't filled with gangs either, as if Duvalier suddenly came in made everything more peaceful. I find it ironic that we're nation of people who fought for our freedom but then there are those who want to be lead by a dictator.

    We need to pray for AYITI ⬛️🟥 a beautiful Country indeed that had and still have so much ups and downs. Now we are dealing with Lebano/Syrians arrogant more than ever who are treating the Ayitians to be too black with coarse hair. Trust me they wouldn’t dare do this under FDuvalier though he was pretty much cruel towards the Ayitians citizens. Prayers in abundance for the Nation.

      Please spare me with that. If there's one thing Francois Duvalier could do but didn't do was to to change the economic system we have in Haiti today. Only he could do it, but the man only cared about himself and his power. Under the Duvalier regime, the oligarchs and the US still had bad, lucrative contracts with the Haitian government. If you don't believe me, surf the web and you'll find one of the speeches of Jovenel Moise in which he said the oligarchs have had contracts that have been in place for over a hundred years.

      Parce que Sylvio Claude ne venait peut etre pas d'une famille bourgoise. Je me suis pose la meme question. Thomas Desulme a voulu etre president d'Haiti mais on ne lui a jamais donne sa chance car on trouvait qu'il ne parlait pas suffisament bien le Francais.     @MrTopsecret11 You sure don't know Haiti. I lived there during the Duvalier regime and Iduring the Arisitide's. Sure, Aristide was bad, if only because he raised so much hope, and ended up crushing it. But never did he or Preval get the chance to do 1/10 of what the Duvaliers did, perhaps for lack of means: there was more scrutiny, internet and press, Fort Dimanche no longer existed, and they didn't have the army which used to be additional back-up for the "Tonton Macoutes" in torturing people

      Mr Jovenel Moïse était appelé pour être initié a un corps de diables, un corps de mafia, des membres dun petit groupe puissant d'oligak corrompu.       President Jovenel n'a jamais été Debout pour que la justice soit rendue à personne. Chia le prétexte que la justice était un pouvoir indépendant en Haïti, comme disent pas les coquins de menteurs rusés et vicieux, et répété par fanatiques trop zélés et des idiots, ignorants faciles à être dupés. Soit que Jovenul était directement impliqué dans les exécutions des massacres aux quels, il ne voulait aucune Justice soit rendue, surtout dans le cas de Me Monferier Dorval. Dans ce cas , il était un criminel limogé par des membres de sa famille de crimes. Ou bien, était soumis docilement à garder le silence ou de se mettre en croix à l'opposition de toute forme de justice. Dans ce cas il était un président "poupée de paille" pas même de toile, mais de paille, un petit incompétent, reste- avec, qui n'avait aucune dignité d'etre à une telle place.     Haiti's greatest President. Under his wise benevolent leadership Haiti had universal education and healthcare. There was law and order and prosperity for all Truly a golden age. A real utopia. President Martelly would have been to have had him as a special advisor in his administration However Mr Duvaliers'son, Francois can be invited to assist and might run in the next election.     Feb. 7 passed, the day celebrated as when Baby Doc left...and 25 yrs. later he's hanging out in comfortable home, swimming pool, hanging out with his cronies

      Sir you do you understand that Duvalier was a dictator, Haiti might have been better economically but they was still a human crisis. For a president to kill and tortured people just because they have an opinion on how he run his administration , well it means that country have no freedom of speech. Haiti wasn’t good then and it’s not good now, Haiti have been one disaster after another.

      one cooldude I was born in France but my parents are Haitian so yes I am half Haitian. My father work for the Duvalier regime, the father not the son, he was blessed to leave the country after the son married that witch with no problems. He literally had to sneak out of his country with my mom to protect her because he knew first hand how cruel the administration was and that once his 19 year old son got with that women, Things got worse. You can’t tell me nothing about the Duvalier that I don’t already know. I’m very well aware what that government was about . My dad not only work for his administration but he was a personal friend of the dad. I use to go to Haiti to spend my summer with my beloved grandma after I was born and the Duvalier was no longer in Haiti and even attended school there for couple yrs before I left Haiti for good in 1995 and moved in the U.S when my parents moved there.
      Duvalier was a dictator, that’s not up to debate . Just like the China President Xi Jimping and the South Korea maniac, Dictator kills, that’s how they stay in power. They are not interested in running a country , or democracy and fairness. They interested in making their people fear them , you are praising a man that stole millions from your people while they some of them die of starvation, literally. This is exactly why the Haitian people have the country they have today. They not understand what democracy is, you guys praise and fight for the wrong leader. What ever made the Haitian people think that a 19 year can run a country. Haiti might have been better economically during the father regime but the people weren’t free. When a president killed and tortured to stay in power, how was Haiti better? Do you know how many people die or just disappear during his regime ? Especially once the son and that Devi wife of his took over. What exactly was better , them spending the country budget on themselves while the rest of the country suffered .
      Haiti have always been in a human crises, at this point Haiti would do better if the U.S or one of the Europeans country took over. Haitian can’t govern themselves, it doesn’t work , it has not work.

      one cooldude It’s about time the Haitian people stop being delusional. Stop voting on emotions, if they had any sense they would be protesting and asking for another country to come help them. Obviously they have been voting for one disaster after another, it’s sad that the world have stood by for this long and allowed all these people to die and suffer. The only way Haiti will remotely have a chance is if another country take over and help lead the government, give them an economic plan, nothing get spend without prove of how it’s been spending. They need laws that that work, they need a system in place that the people who cannot work can go too and get help, they need jobs to created. They need to educate their young people, they need to have a tax system to help rebuild agriculture and other things in the country. The Duvalier didn’t do any of that? Haiti is an Islands it needs tourists to come in and not be scared they going to get killed in stupid protest that are pointless. When the Haitian people protest, yes it’s understandable, when people are desperate they get angry. But they have to understand every time they block their own country, they stop tourist from coming, they stopped money from coming in, they stopping school , they destroyed their own country by burning their own towns and people stores . How does that help? When they burned a rich person business all they do it’s further damage to their own people. Because that owner have a visa and insurance for his business, so now all they accomplished is putting more people out of work. While the owner simply take his family , gets in a plane and come abroad. That’s what my Aunt did when burned her store in the 90’ s in Port au Prince. A store that she built from the ground up, a store that had employees with family to take care off. They burned it to the ground after years of sweat and hard work to make it successful. So her daughter simply send her a one way ticket and she collected her insurance money and left the country . That happened years ago , do you know they are people that worked for her that have been unable to work till this day. She knows because she send them money sometimes. So who did those people hurt more by burning her store.
      Haitian leaders cannot lead , that’s what you and the rest of the Haitian people needs to come to grip with. Yes they fight for their independence but they have been fighting every since with no progress.

I'm not even Haitian, I asked you those two questions hoping to get some insight because, it seems like you have some to share. I've been going to Haiti for the past four years now,I love the history of the country,I admire what the revolutionaries did and,on the other hand,what I see there today is a disgrace compared to what the ancestors have tried to accomplish.
      I really don't get in to the politics of the country because i know how touchy it is but,I know "papa doc" and his son were evil. What's crazy is,lots of people in Haiti seem to still love them. I don't agree with you on the "outside help" from other countries however. They've been doing that for decades and,it has never worked. Besides needing an educational revolution,they probably need to keep the former colonizers out. You have to know they mean your people no good.
      Haiti can do it and,i'm 1000% on their side,I even have a home there. Like I said,I love Haiti and,I hope things drastically change for the better.
