Lambert must have made some additional modification to the simple conic projection more than just moving the cone down, because that does not by itself make the projection conformal. Moving the cone down is equivalent to scaling down around the light source, and this in turn will only have the effect that the entire map projection is scaled. However, scaling alone cannot change the conformality of a map projection.
