I think what they should do for shy guy is make him unable to see People like the dogs (forgot their number) except of they look at his face he can see them. Or at least that's the case when he's raged so he doesn't get to kill those who haven't seen his face. He can kill them accidentally but being able to deliberately kill people even if they faced a wall the entire time shouldn't be a thing in my opinion. Of course the vision won't have an effect like the dog but be clear. Certain people just will be invisible. And once a person looks you will always be able to see them no matter how far they are and for as long as they live (caus lore)

An example would be the laws for workers rights, where the law say what the minimums rights for workers must be in a country, but every country is allowed to have higher standards if they want too.
