This is from the russian 'The Voice' and she was a judge. The other 3 were her last contestants at that time of the show. The dark haired girl came out second in that year. It was pretty common in russian shows for judges to perform with contestants from their teams during such shows, just for entertainment.

Unfortunately it’s too late. However, there are people who dress for performance reasons or other Russian culture events. I remember as a child in the 90s when we celebrated a certain event all girls had to wear traditional outfits with crown (pointed tiaras). Also, I wore soviet union uniform: black dress, with white apron. Looking back on these memories, makes me appreciate those cultural times.
Advice to you: Don't tell russians what to do. They are intelligent people and know hopw to preserve their culture. Btw, just like how all other nations did and in the same way found a way to align with others, without seeing their culture "threatened". It is the people that defines culture, not the ruling class. Has always been like that, never is going to change.
