The TASes avoid pausing as there is a lot of lag between pausing/unpausing -- it's unfortunately not 30Hz as the simplified diagram drawn by Hydrant here at 1:00, you have to wait longer between each Start press. Very old TASes did still use pausing for RNG manipulation, but in newer TASes this was replaced with using a bug with Left+Right+Down that is effectively like pausing/unpausing at 60Hz.

Do TAS videos edit out the pause gameplay or is it just so fast we don't notice.
It's very rare that you need access to pause buffered movement so you probably haven't seen it at all.
