Clouseau was an invention of Sellers. They cannot be separated. Inspector Gadget worked because he was a different character and felt like an invention of Don Adams, who was already a successful spoofer of James Bond.
I don't remember the Pink Panther/Inspector cartoons having a laugh track when the BBC showed them. Only heard that on the Ant & Aardvark and Crazy legs Crane versions sometimes. I just checked - the Commissioner appears (onscreen) in exactly half the shorts! Deux Deux is woefully underutilised after about the halfway point.
The titles sequences for Return of the Pink Panther and Strikes Back were animated by Richard Williams and his studio. I find it strange that DePatie-Freleng didn't do the intros for these two films.
I have to say Alan Arkins voice is great. I haven't watched his Pink Panther but he seemed to do his best with the direction and material that was given to him. No one could replace Peter Sellers, it was bound to be a failure independent of circumstances. And though I love Steve Martin in certain of his works, it is foolish to even try to replace, imitate or even honor Mr Sellers rendition of the character.
One weird bit of trivia regarding the connection between Clouseau and Inspector Gadget. Inspector Gadget came into existence after a failed attempt to bring Lupin the 3rd to an American audience, this time with a decedent of his in the 'near future'. (An audio-less pilot can be found online). Lupin the 3rd is famous for having another bumbling, Clouseau like detective in Inspector Zenigata who despite his failures to catch Lupin and his gang, is a lovable oaf.

I loved watching the inspector cartoon as a kid. The german dub, which I watched, did not have any canned laughter in it, thank god. The inspector's voice was also very different. It was high pitched and nasally and he didn't have a french accent. Neither did Sergeant Deux-Deux or the commissioner.
The DePatie-Freleng Inspector character is also on the poster of Revenge of the Pink Panther although he's not in the opening and closing credits of the film itself.
Pink Panther does has a couple of voice actors: Rich Little (Sink Pink and Pink Ice), Mel Blanc (only provides laugh or sound effects) and anime dub VA Michael Sinterniklaas
Wallace Shawn, Brian George, and Dan Castellaneta were great seen associated with Matt Frewer's Pink Panther as Little Man, Voodoo Man, and The Inspector
Steve Martin worked with Shawn Levy on The Pink Panther after Cheaper By The Dozen and then with Harald Zwart on The Pink Panther 2 with Shawn Levy as the executive producer
Inspector Clouseau came out 4 years after the book Charlie and the Chocolate Factory was published so that scene with smuggling with candy bars could easily be based on the golden tickets and Wonka bars
The Ant and the Aardvark appeared in their own 17 episode cartoon series and were shown in 8 1993 series episodes with the Pink Panther and were rebooted for Pink Panther And Pals

I watched Inspector Clouseau after watching the 4 Sellers movies (the 1970s in order followed by A Shot in the Dark) then the 2 Martin remakes. I was expecting it to be absolutely terrible but actually enjoyed the Arkin movie more than some of the Sellers movies. The plot was better in my opinion. Atkin’s movie seemed to have been a more serious take and it appears to have been influential on movies made after it. Willy Wonka and the Chocolate Factory in particular!
Vincenzo had already fallen in love with Nicole earlier at the beginning and Clouseau told Vincenzo that she was drab and disgusting so that he wouldn’t have any interest for her and Vincenzo told that to Nicole herself making her upset with the inspector for calling her that
Steve Martin's attempt at the character was terrible and a tragic misfire (and the less that's said about the excruciating "hamburger" scene the better). I honestly think that the only other actor alive today that could pull off a solid reinterpretation of Clouseau is Sacha Baron Cohen (Borat). Not only did he give us a veiled facsimile of the character as the Station Inspector in 2011's Hugo but he's also stated that Sellers was one of his favorite and most admired actors of all time so odds are he would have made the character his own with just enough of a tribute to Sellers. I can only imagine the absolute chaos of his Clouseau teamed up with Jackie Chan as Cato Fong! We'll probably never see it but at least we have the classic original films, and for that I'm grateful.
I love how Kevin Kline's Dreyfuss apoints Clouseau "full inspector", but in a way that sounds like "fool inspector".

Apparently it was due to DFE being too busy with the regular cartoon shorts at the time.

They still allowed Steve Martin to call Kenji his little yellow friend for The Pink Panther 2 which got Clouseau sent to Mrs Berenger’s office
Arkin is fine actor but did a poor job on in the CLOUSEAU movie.
Definitely plan on watching more of these in the future.
