It's a maritime nautical signal flag. This flag represents "C", or "Charlie", and it means "Yes". The opposite of this flag would be a blue checkerboard, and it represents "N", or "November". It means "No". The reason C is yes, is because the "Y" or "Yankee" flag already means "currently dragging anchor". If you google Maritime Signal Flags, it will show you all of them. No the maximum climb rate is 67 kft, but this cannot be maintained throughout the climb. The climb to 60 kft would probably take more than 2 minutes. An F-15 (special) set a world record climb to 98 kft in about 3.5 minutes.

F-15EX Eagle II has a climb rate of 50,000 feet/ minute, and a service ceiling of 60,000 feet, though these numbers are likely higher. It can withstand 9gs and has a max speed of Mach 2.5, or 1,918 mph. The combined thrust of both engines is 58,000 lbs.
@@christopherrobinson7541 I live 25 miles from Robins AFB. My brother used to work in the “Hush House” there. Retired now. F-15’s have been going over Mach 1 over my house since the 80’s and still do. I heard a sonic boom last Friday. I have heard hundreds of sonic booms. UA-cam is full of videos where someone saw the shock wave around the nose and thought it was supersonic.
