Dreh auf = Turn up / Mach laut = Turn loud / Die Nachbarn woll'n es auch = The neighbors wan' it too (Dreh auf has multible meanings in german: To turn something up, to open something with a rotating motion...) Basically it means to turn the volume way up.

We actually listened to this song in school :) My teacher ALWAYS reserves the last 15 minutes of each class to show some German music and analyse lyrics. He's the best!

To be short, the song is about, Tobi, the former lead singer being back ! He is back (wieder da), that's why you should turn it up (dreh auf).
It's kind of amazing how much of a difference he's made. Not better or worse, but definitely changed.
