I mean, you generally can symbolically do anything, as long as everyone involved is consenting. Like, I physically cringe from the tradition of the ransom on the wedding, but as long as it's just symbolic and the couple and the fiancée's family are all into it, it's none of my business. The last I checked, this was banned in the U.S., parental consent or not. There might be one state that still allows marriage at the age of 15 if a judge approves with parental consent, but that is hardly child marriage as per history, which involves prepubescent children.

Islam doesn't 'promote' Polygamy. It's only legal - that too is only for men who can handle the financial burden of supporting multiple wives AND can love them all equally. If a man can't do even one of the two, Polygamy in this case is actually ILLEGAL for him.
