Start sending cargo ships to the moon every other day. Send fold out hard wall buildings that interconnect to provide a complete habitat for the astronauts and settlers that go there to mine for minerals, metals and helium3. After a month of sending supplies and habitats start sending 2 or 3 people to start the process of assembly and outfitting the facility. Don't go minimalist, give them some room to not feel confinrd in. Give them space suits that dont have open joints. Ionize the air circulation to keep the dust on the floor and have roombots cleaning the moon dust constantly. Send a 5 acre growing habitat, send livestock like rabbits, poultry like game hens and quail and Pigmy goats,,, and talapia for the plant nutrients in the hydroponics, ideally we can enrich moon soil and start the process of building soil.
Elon Musk is the man to see, he's able to produce lunar landers that are big, carry lots of cargo and even substitute for habitat in the early program. I'm a veteran, i would much rather go into space and to other planets instead of inflicting war on the people of earth.
