      Great suggestions. They each have slightly different meanings/uses. Dress up si the most general, but trick out is the only one that also works for cars. Spruce up isn't one I'd use unless something was really old/stale, whereas vamp up is slang like trick out.

      Those are two different phrasal verbs. According to Oxford Dictionary:
      * trick out
      ​(literary) to dress or decorate somebody/something in a way that attracts attention.
      * trick out of​
      to get something from somebody by means of a trick
      She was tricked out of her life savings.

      "Elaborate" is a adjective. Something that is elaborate will have many different parts and aspects. It is complicated. An elaborate plan has many steps and different things that are considered. An elaborate hat is no simple hat, it is very fancy because it has a lot of details or decorations.
