There is a food source right there for the chicks to eat. Doesn't go for the larger and meater bird the parent brought, but the smaller and less meaty sibling

from what this seems it seems the larger chick might have mistaken the "food" item brought to be an actual live member of its nest perhaps, and decided to go for the smaller chick thinking that was the only food source available. It could also just be instinctual rivalry and whether or not it was hungry this was going to happen.

When possibly the father hawk brought in the fresh kill but did not stay to feed them with it, that was when the oldest biggest chick turned wild killer and immediately went to attack the smallest chick. Then it's rage did not stop until the littlest one went still. Then it quieted as it continued eating it's scalp.
